What is it?

TDR is a mechanism that allows a landowner to transfer the right to develop (build) from one property to another, when the government takes your land for public purposes (like roads, parks, PRR, etc.), instead of paying full cash compensation, they give you development rights in the form of certificates (DRC). These rights can be sold to another developer, who can use them to build extra area on a different property.
